In this case, “Private Reference” refers to sharing your own product experiences with another user via a phonecall. “Public Reference” would mean sharing your experiences on our website, or another digital channel.

Ah OK, so if I understand correctly, those fields are asking: “Are you willing to act as a customer reference for Rapid7 products, either in public or in private?” so valid values could be just yes or no.
